Our Organization
Christian Horizons is a non-profit evangelical Christian organization that works to enhance the quality of life for persons with developmental disabilities in Ontario. We care for the whole person: emotionally, intellectually, physically, socially and spiritually. Our services are funded by Ontario’s Ministry of Community and Social Services and Ministry of Children and Youth Services. Christian Horizons also has ministries funded by donations from businesses, churches, families and other supporters.

Meet our Executive Director | Central District


Dwayne Milley joined the Christian Horizons management team in 1998 after six years working as a direct support professional in the Toronto area.  In 2006, Dwayne became a Christian Horizons District Executive Director and now leads a team of more than 500 support staff.  Dwayne believes that 'everyone plays' - every person has something rare and special to offer and deserves an opportunity to express it.  Others will benefit when this happens. 

Dwayne loves to laugh and has been known to eat a meal or two. He and Karen, his wife of 16 years, live in Toronto and are in the process of adopting a child from India.  Karen is a pastor at Queensway Cathedral and they live next door to her mom, who feeds Dwayne well (in return for lawn cutting, driveway shoveling and other around-the-house chores at which he is not very good).  He says “'We’re in this together' to help each other live life to the full and make the world a better place".
